Orkney Islands Council serves the traditional county of Orkney. This includes all of the islands in the archipelago except Stroma which is part of Highland.
All the roads in the council area are non-trunk roads and are maintained by Orkney Islands Council. There are therefore no Transport Scotland routes within the islands.As of 2016, Government Statistics say that the council is responsible for 101.8 miles of A roads; 129.8 miles of B roads and 434.1 miles of other roads.

The islands are connected to Caithness on the mainland by the Scrabster Ferry and the Pentland Ferry, with another service connecting to Aberdeen and Lerwick on Zetland. There is also a network of inter-island ferries operated by the Orkney Islands Council.
