The Ordnance Survey Miniscale series are effectively the electronic only follow-up series to the Ten-Mile Road Map of Great Britain. They are generally not very detailed, but are excellent for wide-area coverage and general route planning. It includes boundary coverage of Highway Authorities, as well as Primary Destinations.

Miniscale was first released in 2010, and is freely available as OpenData with appropriate attribution.

SABRE Maps coverage

There are the full set of Miniscale map revisions available on SABRE Maps, from the original 2010 release through to the present day. This means that that SABRE Maps hosts the largest online repository of Miniscale mapping anywhere in the world.
